Flavor ban here in NY sounds more like big tobacco taking out another state for losing so much revenue to folks making switch to much healthier vaping but their claiming its for this teen vaping crisis our NY governor put it..if your gonna ban something at least know what the teens are vaping n why.Their vaping cheap 10$ super high nic mg disposable puff bars n getting really buzzed from it! Flavs has lil to do with it cause now they still do it just tobacco flavor..these politicians are taking it out on entire adult responsible vaping communities and its not fair.BigTobacco is coorupt, powerful n winning.. Especially in Yrly death rate

I'd go with option 3 the guys, who in the past would have started to smoke tobacco as teens, are now using the >95% healthier option of vaping.
Being honest where I am in the world (UK) I have not noticed many teens either smoking or vaping compared to when I was young, so at least on this side of the pond I think any accusations of a teen vaping crisis would be total BS
I personally think flavour bans are utter stupidity for many reasons but one is that it removes the association to tobacco taste. If you run out of juice then your more likely to try to find something to eat that tastes similar as a displacement rather than buy a pack of smokes.
As to the super high nic disposables. I'm not aware of them here but it sounds like something that would just make me feel sick and give me a sore head. In my country you have to be >18 to buy vape gear so any shop selling would be breaking the law. But again when I was a kid those who wanted a "buzz" (and the chance of sudden death) would inhale lighter gas or solvent based glue. Vape, gas or glue? Kind of a no brainer as to which is the much less harmful, regardless they should not be able to get their hands on it until they have grown up = bad storekeepers.
I'm afraid its all money and screw the health of the people they are meant to serve using the thinnest veil of squidgy logic. If I understand some of the stuff over there, various States received a payout from big tobacco to cover health costs, that was based on projected sales. But with the decline of smoking, sales are down and the tobacco companies want some money back which was blown by the States. So they dont want that and do everything to try and keep folk on the cancer sticks while claiming the moral high ground.
